Amends the Illinois Notary Public Act. Makes a technical change in the short title Section.

Deletes everything after the enacting clause. Amends the Illinois Notary Public Act. Describes the manner in which a notary must sign each notary certificate at the time of notarization. Requires that a paper or electronic form must be completed and retained for each notarial act relating to real property; specifies the contents of the form and who may inspect the form. Permits a fee of up to $10 for each notarial act relating to real property. Redefines an acknowledgement to specify that it is made to the notary in the notary’s presence. Defines witnessing or attesting signature. Makes changes with respect to the Secretary of State refusing to appoint a notary commission or revoking an existing commission.

Deletes everything after the enacting clause. Amends the Illinois Notary Public Act. Describes the manner in which a notary must sign each notary certificate at the time of notarization. Requires that a paper or electronic form must be completed and retained for each notarial act relating to real property in Cook County; specifies the contents of the form and who may inspect the form. Permits a fee of up to $25 for each notarial act relating to real property in Cook County. Requires that the Cook County recorder of deeds retain the completed forms. Exempts the forms from requirements of public disclosure. Provides that the bill's changes apply only until July 1, 2011. Amends the Freedom of Information Act to make conforming changes. Effective July 1, 2008.

Governor Amendatory Veto Message
Recommends that the bill be changed as follows: Makes those provisions of the bill that were applicable only until July 1, 2011 applicable only until July 1, 2013. Changes the bill's effective date from July 1, 2008 to June 1, 2009.
