Synopsis As Introduced
Amends the Government Buildings Energy Cost Reduction Act of 1991. Provides that all buildings owned or operated by the State shall use fluorescent, rather than incandescent, light bulbs.

House Committee Amendment No. 1
Provides that historic buildings that are listed on the Illinois Register of Historic Places are not required to use fluorescent light bulbs.

 This legislation requires all buildings owned or operated by the State, except for historic buildings on the Illinois Register of Historic Places, to use fluorescent, rather than incandescent light bulbs. The Department of Central Management Services is responsible for the management of all facilities, including buildings occupied by the Department of Commerce and Economic Opportunity. The Department does not have the data to analyze how many fixtures in State buildings this legislation would require to be changed and the costs involved. The Department of Central Management Services would be in a better position to apply a fiscal impact on this legislation.

House Floor Amendment No. 3
Deletes everything after the enacting clause. Amends the Government Buildings Energy Cost Reduction Act of 1991. Provides that all buildings owned or leased by the State that are 1,000 square feet or larger shall use Energy Star labeled light bulbs. Provides that buildings that are required to use Energy Star labeled light bulbs may deplete their supply of non-Energy Star light bulbs. Provides for the proper disposal of used light bulbs. Excludes certain historic buildings from the provisions of the Section.
