Synopsis As Introduced
Amends the Illinois Pension Code. Requires all elected and appointed trustees of downstate police and fire pension funds to participate in a mandatory trustee certification training seminar that must consist of at least 32 hours of initial trustee certification at a training facility that is accredited and affiliated with a State of Illinois certified college or university. Provides guidelines for the training. Provides that, in addition to the initial trustee certification training, those elected and appointed trustees shall also participate in a minimum of 16 hours of continuing trustee education each year thereafter. Requires the employer to pay for the training. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Senate Floor Amendment No. 1
Replaces everything after the enacting clause with the introduced bill with the following changes. Requires that the training must be completed within the first year that a trustee is elected or appointed. Provides that trustees who are police officers or firefighters or are employed by the municipality shall be permitted time away from their duties to attend that training. Exempts active or appointed trustees serving on the effective date of the amendatory Act from the initial 32-hour trustee certification training. Provides that the training shall be paid for by the pension fund rather than by the trustee's employer. Provides that any board member who does not timely complete the required training is not eligible to serve on the board of trustees of a downstate police or downstate firefighters pension fund, unless the board member completes the missed training within 6 months after the date the member failed to complete the required training. Provides that, in the event of a board member's failure to complete the required training, a successor shall be appointed or elected, as applicable, for the unexpired term. Makes other changes. Effective immediately.
