Statutes Amended In Order of Appearance
20 ILCS 1305/1-17

Synopsis As Introduced
Amends the Department of Human Services Act. Requires the Inspector General for the Department of Human Services to report to the Department of Public Health's health care worker registry the identity and finding of each employee of a facility or agency against whom there is a final investigative report containing a substantiated allegation of physical or sexual abuse, financial exploitation, or egregious neglect of an individual (rather than physical or sexual abuse or egregious neglect of an individual). Effective immediately.

 Correctional Note (Dept of Corrections)
There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.

Land Conveyance Appraisal Note (Dept. of Transportation)
No land conveyances are included in this bill; therefore, there are no appraisals to be filed.

Judicial Note (Admin Office of the Illinois Courts)
This bill would neither increase nor decrease the number of judges needed in the State.

Home Rule Note (Dept. of Commerce & Economic Opportunity)
This bill does not pre-empt home rule authority.

State Mandates Fiscal Note (Dept. of Commerce & Economic Opportunity)
This bill does not create a State mandate.

Housing Affordability Impact Note (Housing Development Authority)
This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

Balanced Budget Note (Office of Management and Budget)
This Bill does not have any significant fiscal impact to the State.

Fiscal Note (Dept. of Human Services)
SB 2915 is a DHS initiative that amends the Department of Human Services Act by expanding the Health Care Worker Registry (Registry) reportable findings by making financial exploitation a Registry reportable finding. Although making financial exploitation a Registry reportable finding would increase the Registry hearings docket, the total substantiated cases since August, 2009, averages out to about 10+ cases per year if every employee with a substantiated finding filed for a hearing; however, it is likely that not all substantiated cases would result in a Registry hearing. Therefore, the fiscal impact is minimal.

Pension Note (Government Forecasting & Accountability)
There is no discernible fiscal impact of any public pension system associated with this Bill.

State Debt Impact Note (Government Forecasting & Accountability)
This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.
