Deletes everything after the enacting clause. Creates the Regional Cooperation and Smart Growth in Eastern Will County Act and establishes the Eastern Will County Airport Development District as a political subdivision, body politic, and municipal corporation with specified boundaries. Contains provisions concerning the appointment of the District's Board of Directors by the villages of Beecher, Crete, Monee, Peotone, and University Park, Will County, and the governing body of the airport authority of a south suburban airport located in the vicinity of Peotone. Sets forth the powers of the District regarding development in the vicinity of a south suburban airport located in the vicinity of Peotone, including adoption of a land use plan, design and development standards and review, land acquisition, airport noise monitoring and mitigation, economic development, imposition of impact fees, property taxes, use and occupation taxes, initial funding of the District by the District's member entities and the State, special assessments, issuance of revenue bonds, fees and charges, loans, grants, revenue sharing, infrastructure improvements, annexation, and other matters. Amends the Illinois Finance Authority Act, State Officers and Employees Money Disposition Act, Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to make conforming changes. Effective upon the later of the date of the Federal Aviation Administration's Record of Decision and the date of transfer of land for the new airport from the State of Illinois to the airport authority.
