Synopsis As Introduced
Creates the Illinois Innovation Zone Act. Specifies the criteria for an area to qualify as an Innovation Zone. Contains provisions concerning the creation of Zones by a municipality or county. Contains provisions concerning the application of a county or municipality to the Department of Commerce and Economic Opportunity for certification of a Zone. Contains provisions concerning the amendment and decertification of Zones. Contains provisions concerning the adoption of tax increment financing. Specifies the powers and duties of the Department. Contains provisions concerning State incentives regarding public services and physical infrastructure. Contains provisions concerning Zone administration. Contains provisions concerning (1) income tax deductions, and (2) State and local regulatory alternatives. Contains provisions concerning loans made under specified provisions of the Act. Amends the State Finance Act to create the Innovation Zone Loan Fund as a special fund in the State treasury and specifies the purpose of the Fund. Contains provisions concerning (1) the construction of specified provisions of the Act, (2) the confidentiality of specified materials, (3) the annual report from the Department to specified parties, and (4) the use of federal moneys. Creates the Illinois Innovation Council and specifies its responsibilities, powers, and duties. Amends the Illinois Income Tax Act and the Economic Development for a Growing Economy Tax Credit Act to add provisions concerning tax credits for businesses located in a Zone. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to add specified exemptions concerning Zones.

Replaces everything after the enacting clause. Amends the Property Tax Code. Extends the alternative general homestead exemption for a period of 3 years. Provides that the maximum amount of the exemption is $20,000 in the first taxable year, $16,000 in the second taxable year, and $12,000 in the third taxable year. Provides that, beginning in taxable year 2010, the returning veterans' homestead exemption also applies in the taxable year after the taxable year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. Provides that taxpayers who are eligible for a senior citizens homestead exemption must reapply each year. Provides that applications for the senior citizens homestead exemption shall be mailed to the taxpayer. Provides that the annual amount of the disabled veterans standard homestead exemption is $5,000 for veterans with a service connected disability of at least 70% (instead of 75%). Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Creates a Homeowner Review Board as an advisory board within the Department of Revenue and sets forth its membership and responsibilities. Effective immediately.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Reinserts the provisions of the bill as amended by House Amendment 1 with changes. Provides for the creation of 7 Taxpayer Action Boards within the Department of Revenue. Provides that one board shall be established for each of the following counties: Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. Sets forth the duties of the boards. Provides that the boards shall function at no additional cost to the State. Provides that taxpayers who have been granted a disabled veterans standard homestead exemption must reapply each year. Provides that a provision of House Amendment 1 requiring taxpayers who receive the senior citizens homestead exemption to reapply each year applies only in counties with 3,000,000 or more inhabitants. Provides that counties other than Cook County may elect to be subject to the alternative general homestead exemption if the county adopts an ordinance within 6 months after the effective date of the amendatory Act. Effective immediately.
