Synopsis As Introduced
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.

Senate Floor Amendment No. 1

Replaces everything after the enacting clause. Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that it is the intent of the General Assembly to ensure that ambulance service providers are appropriately reimbursed for medically necessary ambulance services by requiring the Department of Healthcare and Family Services to adopt, by rule, criteria establishing medical necessity and appropriate procedures for the processing of claims for reimbursement. In a provision concerning reimbursement denials for ground ambulance service providers, requires the Department of Healthcare and Family Services to establish by rule a process by which ground ambulance service providers of non-emergency medical transportation may appeal any decision by the Department or its agent "in which a claim is not approved for payment, but the patient meets the criteria for medical necessity and the appropriate level of ambulance service was provided" (rather than for which no denial was received prior to the time of transport that either (i) denies a request for approval for payment of non-emergency transportation by means of ground ambulance service or (ii) grants a request for approval of non-emergency transportation by means of ground ambulance service at a level of service that entitles the ground ambulance service provider to a lower level of compensation from the Department than the ground ambulance service provider would have received as compensation for the level of service requested). Requires the Department to consider appeals filed for reimbursement denials based upon the lack of availability of a physician discharge order occurring on or after July 1, 2013 if such appeal is filed within 90 days of the effective date of this amendatory Act. Requires the Department to apply the medical criteria established by rule in determining all appeals and to take into account all relevant documentation substantiating the patient's condition as it relates to the criteria for medical necessity and may accept a provider's run report or equivalent. Effective immediately.

Replaces everything after the enacting clause. Amends the Liquor Control Act of 1934. Provides that the provisions of the Act that prohibit happy hours shall not be construed to prohibit a licensee from including drinks of alcoholic liquor as part of a meal or entertainment package if: (1) the licensee is separately licensed for the on premise sale and consumption of alcoholic beverages; (2) the package includes substantial prepared food service or entertainment offerings; (3) the licensee restricts the hours of service for the meal and beverage package to a time period of not less than 2 hours and not more than 5 hours; and (4) the licensee's employees or agents serve alcoholic beverages provided as a part of the meal or entertainment package only in single servings to individual patrons in the manner the alcoholic beverages are customarily sold for on premise consumption while offering such meal or entertainment packages. Effective immediately.

House Floor Amendment No. 3
Replaces everything after the enacting clause. Amends the Liquor Control Act of 1934. Reinserts the provisions of the bill, as amended by House Amendment No. 1, with the following changes. Removes references to entertainment packages. Provides that the fixed-price meal package (instead of meal package) must include substantial prepared food (instead of substantial prepared food service or entertainment offerings). Provides that snacks, hors d'oeuvres, or appetizers alone do not constitute substantial prepared food. Adds that the provisions of the Act that prohibit happy hours shall not be construed to prohibit a licensee from including drinks of alcoholic liquor as part of a fixed-price culinary entertainment package if the package meets certain specified conditions. Effective immediately.
