Synopsis As Introduced
Creates the Plasma Arc Gasification Act. Sets out legislative findings. Provides that the Environmental Protection Agency shall adopt rules that provide an authorization process for plasma arc gasification or similar technologies as an alternative to landfill disposal of solid waste in the State. Provides that the Agency shall establish a permitting program for entities wishing to conduct plasma arc gasification in the State.

Deletes everything after the enacting clause. Amends the Environmental Protection Act. Adds a provision concerning legislative findings related to plasma arc incineration. Defines "plasma arc incinerator". Provides that the term "pollution control facility" includes plasma arc incinerators. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
