Synopsis As Introduced
Amends the Illinois Horse Racing Act of 1975. Deletes a provision that establishes and prescribes the duties of the Thoroughbred Breeder's Program Task Force.

House Committee Amendment No. 3
Replaces everything after the enacting clause. Amends the Illinois Horse Racing Act of 1975. Makes changes to provisions regarding the Illinois Thoroughbred Breeders Fund Advisory Board. Provides that the Board shall consist of 3 (rather than 2) representatives of the organization licensees conducting thoroughbred racing meetings, 2 representatives of the breeders foundation representing the majority of thoroughbred breeders in Illinois (rather than 2 representatives representing the Illinois Thoroughbred Breeders and Owners Foundation), one representative of the horsemen's association representing the largest number of thoroughbred owners and trainers who race at race meetings in Madison County (rather than 2 representatives of the Horsemen's Benevolent Protective Association or any successor organization established in Illinois comprised of the largest number of owners and trainers), and one representative of the horsemen's association representing the largest number of thoroughbred owners and trainers who race at race meetings in Cook County. Makes related changes to provide that if these representatives have not been recommended by their respective organization by January 1, of each odd numbered year, the Director of the Department of Agriculture shall make the appointment for the organization failing to do so.
