Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes a technical change in a Section concerning the short title.

Deletes everything. Amends the Film Production Services Tax Credit Act. Provides that the Act is repealed January 1, 2006 (instead of one year after the effective date of the Act). Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Reinstates an exemption for graphic arts machinery and equipment certified by the purchaser to be used primarily for graphic arts production, including machinery and equipment purchased for lease. Effective immediately.
