Endorses non-lethal Trap-Neuter-Return (TNR), when accompanied by ongoing feral cat management, as the most effective, humane method of reducing feral cat populations in Illinois, recognizes October 16, 2006, National Feral Cat Day, and encourages all citizens to support Trap-Neuter-Return for feral cats throughout the State of Illinois.
