Replaces everything after the enacting clause. Creates the 2016 Olympic and Paralympic Games Act. Creates the Olympic Games and Paralympic Games (2016) Law. Provides that the State agrees to several specified terms and guarantees. Provides for State indemnification of any net financial deficit, limited to $250,000,000, after other resources are exhausted. Provides for a diversity program; amends other Acts to make conforming changes and amends the State Mandates Act to exempt from reimbursement. Amends the State Finance Act to create the Olympic Games and Paralympic Games Trust Fund. Creates the Olympic Public Safety Law. Creates the Chicago Olympic Public Safety Command (COPSC) to engage in security and public safety planning, management, and administration if Chicago is selected as the host city for the 2016 Olympic and Paralympic Games. Creates the Olympic and Paralympic Trademark Protection Law and amends the Trademark Registration and Protection Act, the Business Corporation Act of 1983, the General Not For Profit Corporation Act of 1986, and the Limited Liability Company Act. Prohibits registration of a trademark or servicemark if it contains or consists of specified Olympic or Paralympic related symbols or terms without the consent of the United States Olympic Committee. Creates the 2016 Olympic and Paralympic Licensure Exemption Law. Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that an individual or entity may engage in the practice of specified occupations without being licensed under any Act administered by the Department under certain conditions during the Olympic and Paralympic Games. Amends licensing Acts to make conforming changes. Creates the Illinois 2016 Olympic and Paralympic Games Shooting Competition Exemption Law. Amends the Firearm Owners Identification Card Act and the Criminal Code of 1961. Provides that Olympic and Paralympic athletes are not required to obtain Firearm Owner's Identification Cards in order to possess firearms in connection with the athletes' training for and participation in the Games. Also exempts such athletes in such matters from the statutes concerning the unlawful use of weapons, aggravated unlawful use of a weapon, and unlawful possession of firearms and firearm ammunition. Effective immediately.

 Land Conveyance Appraisal Note, House Committee Amendment No. 1 (Dept. of Transportation)
 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 Correctional Note, House Committee Amendment No. 1 (Dept of Corrections)
 This legislation has no fiscal or population impact on the Department of Corrections.

 Pension Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
 SB 2016 will not impact any public pension fund or retirement system in Illinois.

 State Debt Impact Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
 SB 2016 (H-AM 1) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Reinserts the provisions of House Amendment No. 1 with changes. Provides that the other members of the Diversity Program Commission (instead of the mayor of the candidate city) shall appoint the 5 members to the Commission representing OCOG's outreach advisory council. Provides that the list of contracts that must be reported to the Commission are those that are subject to the diversity program. Encourages parties appointing members to the OCOG Board to take into account the racial and ethnic diversity of the candidate city. Makes technical and grammatical corrections. Effective immediately.

House Floor Amendment No. 3
Provides that the State encourages all parties with the power to appoint members to the Diversity Program Commission to take into account a broad range of experience, including but not limited to experience in government, small business ownership or management, civic or community involvement, and advocacy of equal opportunity for minorities, women, and the disabled in employment and contracting. Corrects a typographical error.

 Judicial Note (Admin Office of the Illinois Courts)
 SB 2016 would neither increase nor decrease the number of judges needed in the State.

 Housing Affordability Impact Note (Housing Development Authority)
 There is insufficient information to determine a fiscal effect due to the lack of identification of a source of funds for the Olympic Games and Paralympic Games Trust Fund.

 Balanced Budget Note (Office of Management and Budget)
 SB 2016 (H-AM 1) will have no fiscal impact on the current Fiscal Year 2009 budget. However, SB 2016 (H-AM 1) may have a fiscal impact of up to $250,000,000 by the beginning of fiscal year 2016.

 Housing Affordability Impact Note (Housing Development Authority)
 There is insufficient information to determine a fiscal effect due to the lack of identification of a source of funds for the Olympic Games and Paralympic Games Trust Fund.
