Synopsis As Introduced
Amends the Condominium Property Act. Requires licensing of managers of community associations. Creates the Community Association Manager Regulatory Commission, whose members are appointed by the Governor, to administer the licensing. Requires the payment of fees. Sets forth licensing requirements. Provides for discipline and other matters. Amends the State Finance Act to create a special fund. Effective July 1, 2009.

House Committee Amendment No. 1
Further amends the Condominium Property Act by providing that the powers and duties of the Community Association Manager Regulatory Commission to make rules and regulations shall be exercised in accordance with a subsection that provides that, notwithstanding express authority, neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under this amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.
