Synopsis As Introduced
Amends the Telecommunications Article of the Public Utilities Act. Authorizes the Commerce Commission to prohibit an incumbent local exchange carrier from paying dividends to an out of state parent corporation when the incumbent local exchange carrier is in violation of service quality rules for basic local exchange service.
