Deletes everything. Amends the Code of Civil Procedure. Increases the allowable amount of an estate of homestead from $7,500 to $15,000 for an individual and from $15,000 to $30,000 for 2 or more individuals. Increases the allowable amount of personal property owned by the debtor from $2,000 to $4,000, the debtor's equity interest in any one motor vehicle from $1,200 to $2,400, and the value of implements, professional books, or tools of the trade of the debtor from $750 to $1,500. Effective January 1, 2004.
