Synopsis As Introduced
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Requires the Department to establish the Illinois Transit Ridership and Economic Development Pilot Project Program. Under the Program, requires the Department, beginning in fiscal year 2004, to fund a maximum of 8 pilot projects to increase Illinois transit service and facilities. Effective immediately.

House Committee Amendment No. 1
Deletes everything. Reinserts the provisions of the original bill with the following change: Specifies projects that shall receive funding under the pilot program.

Senate Committee Amendment No. 1
Deletes everything. Reinserts the provisions of House Bill 2587 engrossed with the following changes: (1) adds to the list of programs to be funded the creation of the West Central Transit District, serving Scott and Morgan Counties, to establish routes and buy vehicles, and Community College Coordination Projects, to provide discounted bus passes for community college students, faculty, and staff in bond fund Danville, Champaign, and Urbana; (2) charges the funding year for all programs from FY 2004 to FY 2005; and (3) provides that all funding is subject to appropriation. Effective immediately.

Senate Committee Amendment No. 2
Removes bond fund appropriation as the type of appropriation to which the projects are subject. Changes the Rock Island/Black Hawk and Community College Coordination projects to increase mobility for low income students through access to educational, service, and job training facilities.

Senate Floor Amendment No. 5
With respect to the listed transit projects to be funded, removes the requirement that the projects be funded only in fiscal year 2005 and replaces the Altgeld Gardens-Ford Supplier Park and Pilsen/Lawndale projects with 2 demonstration projects for the Chicago Transit Authority to increase services in currently underserved communities.
