Synopsis As Introduced
Amends the Illinois Insurance Code. Provides that health care professionals and providers shall be allowed to ascertain payment rates for health services provided before signing a contract with payors. Limits the manner in which payments may be reduced. Requires explanatory statements to be provided to health care professionals and providers. Effective December 1, 2003.

House Committee Amendment No. 1
Replaces the title and everything after the enacting clause. Amends the Illinois Insurance Code. Provides that health care professionals and providers shall be allowed to ascertain payment rates for health services provided before signing a contract with payors. Limits the manner in which payments may be reduced. Requires explanatory statements to be provided to health care professionals and providers. Requires health care professionals and health care providers to notify persons if it is known that the health care professional or health care provider does not participate with the person's insurer. Effective December 1, 2003.
