Synopsis As Introduced
Amends the Property Tax Code concerning the assessor's stipend paid by the State. Provides for population determination by the latest census and for computation of the coefficient of dispersion and median levels of assessment.

Governor Amendatory Veto Message
Recommends that the bill be amended to provide that the number of inhabitants shall be determined by the latest federal decennial census (rather than the latest federal decennial or special census of the county). Accounts for situations in which the population of the county decreases to 50,000 or fewer inhabitants (now, only accounts for increases to over 50,000 inhabitants). Replaces a reference to "median level of assessments" with a reference to "the most recent year of the 3-year average level of assessments".
