Synopsis As Introduced
Amends the Hospital Licensing Act. Provides that no hospital may promulgate policies or implement practices that determine differing standards of obstetrical care based upon a patient's source of payment or ability to pay for medical services and requires each hospital to provide a copy of its written policy reflecting this to the Department of Public Health and to post written notices of this policy in the obstetrical admitting areas of the hospital by July 1, 2003. Amends the Illinois Public Aid Code. Provides that the Department of Public Aid shall provide reimbursement to medical providers for epidural anesthesia services in accordance with the guidelines of the American College of Obstetricians and Gynecologists. Effective immediately.

House Floor Amendment No. 1
Provides that, in addition to other procedures authorized by the Department under the Illinois Public Aid Code, the Department of Public Aid shall provide reimbursement for certain epidural anesthesia services.

 HB 486 has no fiscal impact.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause with the engrossed bill with the following change. Provides that each hospital shall post written notices of the policy regarding standards of obstetrical care based upon a patient's source of payment or ability to pay for medical services in the obstetrical admitting areas of the hospital by July 1, 2004 (rather than July 1, 2003).

Adds reference to:
305 ILCS 5/5-5from Ch. 23, par. 5-5

Further amends the Illinois Public Aid Code. Provides that dental services covered under Medicaid must include prevention and treatment of periodontal disease and dental caries disease for pregnant women.
