Statutes Amended In Order of Appearance
105 ILCS 110/3from Ch. 122, par. 863

Synopsis As Introduced
Amends the Critical Health Problems and Comprehensive Health Education Act. Requires a comprehensive health education program to include instruction in secondary schools on clinical depression and suicide prevention.

Fiscal Note (Illinois State Board of Education)
ISBE believe that nearly all high schools currently provide some instructional materials and activities in this area. The cost of incorporating additional materials into that instruction would be negligible.

State Mandates Fiscal Note (Illinois State Board of Education)
While House Bill 55 clearly creates a state mandate, state reimbursement appears to be unnecessary because the requirement merely imposes additional duties of a nature which can be carried out by existing staff and procedures at no appreciable net cost increase. Moreover, even if there is a small net cost increase, it should not exceed the $1,000 threshold in the Mandates Act.

House Committee Amendment No. 1
Provides that the comprehensive health education program shall include instruction on the prevention, transmission, and spread of HIV/AIDS (instead of just AIDS), disaster and terrorism preparedness (instead of disaster survival), and organ, tissue, and blood donation.
