Synopsis As Introduced
Amends the County Economic Development Project Area Tax Increment Allocation Act. Provides that a county may be authorized under the County Economic Development Project Area Tax Increment Allocation Act to establish economic development project areas and to adopt tax increment allocation financing for those areas within 20 months following the effective date of the amendatory Act (the previous authorization expired 20 months after May 7, 1991, the effective date of the Act). Effective immediately.

Deletes everything. Amends the County Economic Development Project Area Property Tax Allocation Act. Provides that, after the effective date of the amendatory Act, the corporate authorities of Stephenson County may propose the establishment of an economic development project area and fix the time and place for a public hearing. If Stephenson County adopts such an ordinance, requires the county to invite the chief executive officer, or his or her designee, of any municipality within Stephenson county having a population of more than 20,000 to participate in a joint review board. Requires the corporate authorities of Stephenson County to submit a certified copy of the ordinance to the Department of Revenue. Requires Stephenson County and the City of Freeport to enter into an intergovernmental agreement with certain provisions. Requires certain findings to be included an ordinance adopted by Stephenson County. Requires the Department of Revenue to submit to the General Assembly by July 1, 2007 (now, July 1, 2006) a report concerning the economic development project areas it has approved and certified. Effective immediately.
