Synopsis As Introduced
Amends the Sex Offender Registration Act. Provides that a person at least 17 years of age at the time of the commission of the offense who is convicted of first degree murder, committed on or after January 1, 1986 (rather than committed on or after June 1, 1996) against a person under 18 years of age, shall be required to register as a sex offender for his or her natural life. Provides that if any person required to register as a sex offender desires to establish a residence or employment outside of the State of Illinois, at least 10 days before (rather than within 10 days after) establishing that residence or employment, he or she shall, in writing, inform the law enforcement agency with which he or she last registered of his or her out-of-state prospective residence or employment. Effective immediately.

House Committee Amendment No. 1
Provides that a person at least 17 years of age at the time of the commission of the offense who is convicted of the offense of first degree murder against a person under 18 years of age must register as a sex offender for natural life. Eliminates the provision that the offense had to have been committed on or after January 1, 1986. Also provides that a person required to register as a sex offender who intends (rather than desires) to establish a residence or employment outside the State of Illinois must inform the law enforcement agency which he or she last registered of his or her out-of-state residence or employment.

	Fiscal Note (State Police)
	Fiscal impact would be approximately $51,789.64 for additional personnel and printing of brochures to reflect the statutory change.

Senate Floor Amendment No. 1
Provides that a person who was at least 17 years of age at the time of the commission of the offense who was convicted of first degree murder of a person under 18 years of age before June 1, 1996 is required to register as a sex offender for his or her natural life only if the person is incarcerated in an Illinois Department of Corrections facility on the effective date of the amendatory Act.
