Synopsis As Introduced
Creates the Boards and Commissions Act of 2003. Contains only a short title provision.

Senate Floor Amendment No. 1
Deletes everything. Creates the Consumer Advocate Act. Creates a public body corporate and politic to be known as the Illinois Consumer Advocate (ICA). Provides that the ICA shall be managed by a board of directors and shall represent and promote the interests of consumers, monitor the availability and quality of financial or shareholder services, and develop data to assist consumers in making informed decisions in the marketplace. Provides that the ICA may prepare enclosures and furnish them to governmental units to be included in mailings sent by those units. Provides that the enclosures shall be limited to information concerning the purpose, nature, and activities of the ICA, how to become a member of the ICA, and how to contribute money to the ICA.
