Synopsis As Introduced
Amends the Election Code. Changes the date of political party county conventions from the second Monday after the general primary election to the 29th day after that primary election. Changes the canvassing period for county canvassing boards to 21 days (now, 7) after an election. Changes the canvassing period for other canvassing boards to 31 days after an election (now, 20 days for the State Board of Elections and 7 for all others). Effective immediately.

Senate Committee Amendment No. 1
Provides that a vacancy in the office of precinct committeeman may not be filled by appointment between the general primary election and the 30th (now, 14th) day after that primary. Changes the canvassing deadline to the 21st (now, 7th) day after an election or primary for the municipal, township, district, and educational canvassing boards.

Deletes everything after the enacting clause. Amends the Election Code. Provides that an advisory referendum on the question of whether or not the State shall provide adequate funding for comprehensive and appropriate substance abuse treatment for any State resident requesting services from a licensed provider, community-based organization, or medical care facility within the State shall be held at the general election in 2004 in every county. Provides that the State Board of Elections shall certify the question to the proper election officials who shall submit the question in accordance with general election law. Effective immediately.
