Synopsis As Introduced
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the Act does not prohibit a tax credit award to an applicant that uses full-time employees from an employee-leasing company. Effective immediately.

 No land conveyances are included in this bill, therefore, there are no appraisals to be filed.

 This bill would neither increase nor decrease the number of judges needed in the State.

 State Debt Impact Note (Dept. of Commerce & Economic Opportunity)
 This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Housing Affordability Impact Note (Housing Development Authority)
 This legislation will have no effect on constructing, purchasing, owning, or selling a single-family residence.

 Pension Note (Government Forecasting & Accountability)
 This bill will not impact any public pension fund or retirement system in Illinois.

 Fiscal Note (Dept. of Revenue)
 The Illinois Department of Revenue estimates that Senate Bill 499 would increase the amount of EDGE credits claimed by 5 to 10%. The average amount of EDGE credits claimed over the last 2 years was $19.25 million. Therefore, the Department of Revnue estimates that an additional $960,000 to $1.92 million in EDGE credits would be claimed if SB 499 becomes law.

 This legislation is estimated to have no fiscal impact on the Department of Commerce and Economic Opportunity.
