Synopsis As Introduced
Amends the State Officials and Employees Ethics Act. Limits the contributions persons appointed to boards or commissions may make to the appointing executive branch constitutional officer or succeeding officer. Effective immediately.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the bill with the following changes: Changes the contribution limit to the greater of $2,400 or the amount set by federal law for individual contributors to candidates for federal elected office. Applies the limit to contributions made or caused to be made (now, made) by the appointee or prospective appointee in aggregate with his or her household members (now, by the appointee or prospective appointee). Effective immediately.

Replaces everything after the enacting clause. Creates the Emergency Budget Act of Fiscal Year 2011. Contains a legislative intent provision. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking. Amends the State Finance Act to extend the lapse period for FY10 and to authorize fund transfers to the General Revenue Fund and the Common School Fund. Amends the General Assembly Compensation Act to require FY11 furlough days. Creates the Railsplitter Tobacco Settlement Authority Act. Creates the Railsplitter Tobacco Settlement Authority and sets forth its governance and powers. Provides that the Authority may issue bonds. Provides that the State may sell its rights to certain tobacco settlement proceeds to the Authority. Makes other changes. Effective immediately.
