Synopsis As Introduced
Amends the Lobbyist Registration Act. Prohibits a person subject to the Act from accepting compensation from a State agency for lobbying legislative action. Exempts the salaries of full-time State employees with responsibilities or authority other than lobbying.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the bill with the following changes: exempts compensation to an individual contractually retained by a State agency not listed in Section 5-15 of the Civil Administrative Code of Illinois.

Replaces everything after the enacting clause. Amends the Secretary of State Act. Authorizes the Secretary’s Inspector General to receive and investigate complaints (now, receive and investigate complaints from State employees of the Secretary). Amends the Lobbyist Registration Act. Makes changes with respect to: definitions; exemptions from registration; service on boards and commissions; ethics training; contents, updating, and posting of registrations; contents and filing of expenditure reports; responses to expenditure reports; compensation from State agencies; and violations. Effective January 1, 2010.
