Synopsis As Introduced Amends the Illinois Vehicle Code and the State Finance Act. Provides that the Department of Transportation, a county, or a municipality may authorize the use of an automated speed enforcement system to record speed violations of the Illinois Vehicle Code or a similar local ordinance. Provides that the Department may place automated speed enforcement systems in high-risk locations on an interstate highway or in high-risk locations of a county or municipality upon approval of a formal request of a county or municipality. Provides for standards for the issuance and adjudication of automated speed enforcement system violation notices. Provides that violations of the automated speed enforcement system in which a civil penalty is imposed may be adjudicated administratively, are not moving violations, and may not be recorded on the person's driving record. Provides for penalties, including the suspension of driving privileges, for the failure to pay for automated speed enforcement system violations. Reduces the application of a home rule preemption that disallows the use of recorded images to capture the speed of a motor vehicle for the purposes of enforcing any law or local ordinance regarding a minimum or maximum speed limit unless a law enforcement officer is present to witness the event. Makes other changes. Effective immediately.
