Replaces everything after the enacting clause. Amends the Child Care Act of 1969. Provides that Illinois Department of Children and Family Services shall charge a fee for issuing or renewing a license on every child care facility, other than a foster home. Provides that any fee for licensure application or renewal shall not exceed $100 for a day care home and $500 for a day care center. Provides that the Department may fine any child care facility, other than a foster home or day care home, for a violation of the Act. Provides that all fees and fines collected by the Department under the Act shall be deposited into the DCFS Children's Services Fund and must be used to enhance services by the Department pursuant to the Act. Provides that the Department shall prescribe and publish a schedule for the fees and fines under the Act. Provides that the Department shall publish information on substantiated violations found in all facilities licensed under the Act, other than foster homes. Adds as one of the grounds for discipline the failure to pay a renewal fee or fine owed to the Department under the Act. Makes other changes. Effective July 1, 2011.

Replaces everything after the enacting clause. Amends the Nursing Home Care Act and the Criminal Code of 1961. Requires every licensed long term care facility that receives Medicaid funding to prominently display in its lobby, in its dining areas, and on each floor of the facility information approved by the Illinois Medicaid Fraud Control Unit on how to report fraud, abuse, and neglect. Contains provisions concerning abuse and neglect reports of long term care facility residents and penalties for any owner or licensee of a long term care facility who willfully files or willfully causes to be filed a document with false information with the Department of Public Health or other specified State agencies. Makes changes in the definition of "criminal neglect" in connection with the offense of abuse and criminal neglect of a long term care facility resident. Makes other changes. Effective immediately.
