Synopsis As Introduced
Amends the Abused and Neglected Child Reporting Act. Provides that the Department of Children and Family Services may implement a "differential response program" (rather than providing that beginning January 1, 2010, the Department may implement a 5-year demonstration of a "differential response program"). Removes a requirement that the Department arrange for an independent evaluation of the "differential response program" to determine whether it is meeting specified goals. Removes language providing that the demonstration shall become a permanent program on July 1, 2016, upon completion of the demonstration project period.

House Committee Amendment No. 1
In regard to the differential response program authorized under the Act, requires the Department of Children and Family Services to submit a report to the General Assembly by January 15, 2018 on the implementation progress and recommendations for additional needed legislative changes.

House Committee Amendment No. 2
Provides that if the Department of Children and Family Services implements a differential response program, the Department shall arrange for an independent evaluation of the program for at least the first 3 years of implementation to determine whether it is meeting certain goals in accordance with a specified provision of the Act.
