Requires $500,000 of the amount that is appropriated for rebate programs under the Act during fiscal years 2012 and 2013 to be designated instead to fund a grant program to support the adoption of electric vehicles powered by solar generation. Requires the Environmental Protection Agency in fiscal year 2012 and, again, in fiscal year 2013 to make a grant of $500,000 to a not-for-profit car-sharing organization.
