Effective immediately.

Replaces everything after the enacting clause. Amends the Chicago School District Article of the School Code to include provisions concerning school action and facility master planning. Sets forth provisions concerning educational facility standards; the Educational Facility Master Plan; capital improvement plans; financial transparency; school transition plans; school action public meetings and hearings; and emergencies. Makes changes in the provision of the Chicago School District Article concerning establishing an equitable and effective school facility development process. Provides that after recommendations have been issued, the Chicago Educational Facilities Task Force shall meet at least once annually for the purpose of reviewing Chicago public schools' compliance with the provisions concerning school action and facility master planning. Provides that the Task Force shall prepare a report to the General Assembly, the Governor's Office, the Mayor of the City of Chicago, and the Chicago Board of Education indicating how the district has met the requirements of the provisions concerning school action and facility master planning.
