Synopsis As Introduced
Amends the Pawnbroker Regulation Act. Provides that the value of things loaned by a person to a pawnbroker shall no longer be included in the memorandum, contract, or note signed by the pawnbroker. Provides that all information provided to law enforcement according to the reporting requirements of a specified provision is confidential and is not subject to disclosure under the Freedom of Information Act. Makes corresponding changes in the Freedom of Information Act. Effective immediately.

Further amends the Pawnbroker Regulation Act. Authorizes the Secretary of Financial and Professional Regulation to impose civil penalties up to $10,000 (was $1,000) against any person for each day that person violates (was for each violation) any provision of this Act, any rule promulgated in accordance with this Act, any State or federal law affecting pawnbrokers, or any order of the Secretary based upon the seriousness of the violation (previously did not include and State or federal law affecting pawnbrokers).

Replaces everything after the enacting clause. Reinserts the language of the engrossed bill with the following changes: removes (1) changes to the reporting requirements of pawnbrokers regarding the Freedom of Information Act and (2) a corresponding change to the Freedom of Information Act. Effective immediately.
