Synopsis As Introduced
Amends the Southern Illinois University Management Act. Makes a technical change in a Section concerning creation of the Board of Trustees.

House Committee Amendment No. 1
Deletes reference to:
110 ILCS 520/1
Adds reference to:
110 ILCS 205/8.5 new

Replaces everything after the enacting clause. Amends the Board of Higher Education Act. Provide that with regard to a release made on or after the effective date of the amendatory Act for a capital appropriation for new construction only, 10% of that appropriation release for a public university must be devoted exclusively to facility renovation at that particular university. Effective immediately.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Amends the Board of Higher Education Act. Provides that, with regard to a capital appropriation made on or after the effective date of the amendatory Act for new construction only, up to 10% of that appropriation may, at the request of a public university's board of trustees, be set aside in a separate fund held locally by the university for use in addressing capital renewal or deferred maintenance needs as they arise. Requires the Board of Higher Education to allow public universities to recalculate project requests for prioritization if they elect to utilize this capital renewal set-aside. Effective July 1, 2014.
