Synopsis As Introduced
Makes appropriations for the ordinary and contingent expenses of the Department of Healthcare and Family Services for the fiscal year beginning July 1, 2014, as follows: General Funds $7,135,060,400; Other State Funds $12,207,480,900; Federal Funds $400,000,000; Total$19,742,541,300.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Makes appropriations to the Department of Healthcare and Family Services. Effective July 1, 2014.

 This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 State Debt Impact Note, House Committee Amendment No. 1 (Government Forecasting & Accountability)
 This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Fiscal Note, House Committee Amendment No. 1 (Dept. of Healthcare & Family Services)
 Assuming the $600 million appropriated fund transfer from the General Revenue Fund to the Healthcare Provider Relief Fund contained in House Bill 6066 (H-AM 1), appropriations at the aforementioned levels in House Bill 6070 (H-AM 1), will allow the Department to maintain current program offerings, enroll an estimated 470,000 newly eligible and currently eligible Medical Assistance clients through the Affordable Care Act portal, allow for 50% of Medical Assistance clients to be enrolled in coordinated care by January l , 2015, process all Medical Assistance provider billings to the Comptroller within 30 days of receipt, and meet the requirements of the Section 25 reforms enacted by the General Assembly in 2012.

 Balanced Budget Note, House Committee Amendment No. 1 (Office of Management and Budget)
 The total fiscal impact of this bill is $19,707,541,300 in General, Federal, and Other State Funds for FY15. The bill only contains appropriations and makes no revenue assumptions, therefore, the impact on the State budget cannot be determined.
