Synopsis As Introduced
Amends the Governor's Office of Management and Budget Act. Requires the Office to provide to the legislative leaders and the Comptroller and Treasurer copies of all State financial information submitted to persons not employed by the State and to post the information on its website. Requires the Office to submit financial reports and to post the reports on its website. Sets forth requirements for disclosure and reporting. Effective immediately.

Governor Amendatory Veto Message
Proposes to amend the Governor's Office of Management and Budget Act to require the Office to provide a summary of all formal presentations submitted by the Office to credit rating agencies or potential investors in State bonds to the legislative leaders upon request of the leaders (instead of requiring the Office to provide the legislative leaders and the Comptroller and Treasurer with copies of all State financial information submitted to persons not employed by the State). Proposes to remove a requirement from the enrolled bill that the Governor's Office of Management and Budget must prepare and publish monthly financial reports for the months of March, April, and May. Proposes to remove language from the enrolled bill requiring that the quarterly financial report published by the Office include a review of the national economic outlook. Proposes that the fourth quarter report for each fiscal year must include a summary of all fiscal and balanced budget notes issued by the Governor's Office of Management and Budget to the General Assembly (instead of a review of General Assembly action and a financial plan). Proposes that each quarterly report must be posted on the Office's website within 45 days. Proposes to change the effective date of the bill to July 1, 2010 (instead of an immediate effective date). Proposes to change the effective date of Section 55 of Senate Bill 54 of the 96th General Assembly to no sooner than July 1, 2010 (now, the Section takes effect upon Senate Bill 54 becoming law).
