Synopsis As Introduced
Amends the State Officials and Employees Ethics Act. Requires each candidate for election to the General Assembly to file, at the time of filing petitions for nomination, a certificate of having completed within the previous 12-month period an ethics and campaign finance training program designated by the Joint Committee on Legislative Support Services. Amends the Election Code to make conforming changes. Effective immediately.

Replaces everything after the enacting clause. Amends the Election Code. Provides that the Campaign Finance Reform Task Force shall make recommendations to the State Board of Elections for the development and implementation of a campaign finance training program to be offered to all candidates for State or local election. Provides that the program shall be developed by the Board in cooperation and consultation with the Task Force and non-profit entities that promote ethical and legal conduct in elections and government. Effective immediately.

Replaces everything after the enacting clause. Amends the State Finance Act. Changes the name of the Married Families Domestic Violence Fund to the Domestic Violence Fund. Amends the Counties Code. Provides that the fees of the county clerk shall include a fee for issuing each civil union or marriage (now, just marriage) license. Provides that the fee shall be determined by the county board (now, the marriage license fee is set at $20 for counties of the first and second class and at $35 for third class counties), shall not exceed $75, and shall be the same for a civil union license as for a marriage license. Provides that $5 from all civil union license fees shall be remitted by the circuit clerk to the State Treasurer for deposit into the Domestic Violence Fund. Provides that, in counties of the first and second class, a county board may, by ordinance, increase the notary public recordation fees and the indexing and filing of assumed name certificate fees. Effective immediately.
