Replaces everything after the enacting clause. Amends the Open Meetings Act. Requires employers participating in the Illinois Municipal Retirement Fund (IMRF) to post the total compensation package of employees making more than the specified amounts. Amends the General Provisions, Illinois Municipal Retirement Fund (IMRF), State Employees, and Miscellaneous Administrative Provisions Articles of the Illinois Pension Code. In the General Provisions Article, (i) provides that if a new hire is receiving a retirement annuity or pension and accepts a contractual position to provide services to a governmental entity from which he or she has retired, then that person's annuity or pension will be suspended during that contractual service and (ii) makes it a Class A misdemeanor for a pensioner who is seeking contractual employment to fail to notify certain persons about his or her retirement status before accepting an employment contract. In the Illinois Municipal Retirement Fund Article, (i) changes the computation of final rate of earnings, (ii) provides, except under specified circumstances, that if the amount of a participating employee's earnings for any calendar year used to determine the participating employee's retirement annuity exceeds the amount of his or her earnings with the same participating municipality or participating instrumentality for the previous calendar year by more than 6%, then the participating municipality or participating instrumentality must pay to the fund the present value of the increase in benefits resulting from the portion of the increase in earnings that is in excess of 6%, (iii) makes changes in the way the annuity reserve is calculated if a retiring employee has accumulated service in more than one participating municipality or participating instrumentality, and (iv) requires the corporate authorities of a municipality, before increasing the salary of a municipal officer, executive, or manager, to receive certain pension-related information from the Illinois Municipal Retirement Fund and to sign a statement acknowledging the receipt of that information. In the State Employees Article, prohibits a person who on or after the effective date of the amendatory Act first becomes a member of one of the specified boards from participating in the pension plan created under that Article. In the Miscellaneous Administrative Provisions Article, prohibits persons who first sit on the boards of the Chicago Transit Authority (CTA), Regional Transportation Authority (RTA), Suburban Bus Division, or Commuter Rail Division on or after the effective date of the amendatory Act from participating in the pension plans provided for those entities. Amends the State Mandates Act to require implementation without reimbursement.
House Floor Amendment No. 6 Provides that the provisions concerning increases in earnings do not apply if the increase results from an increase in the number of hours required to be worked (instead of if the increase results from a change from a part-time position to a full-time position).
