Synopsis As Introduced
Amends the Illinois Insurance Code. Creates the Pet Insurance Article of the Code. Defines terms. Requires a pet insurer to disclose coverage exclusions, limitations, waiting periods, and other information. Provides that pet insurance applicants shall have the right to examine and return the policy, certificate, or rider to the company or an agent or insurance producer of the company within 30 days of its receipt and to have the premium refunded if, after examination of the policy, certificate, or rider, the applicant is not satisfied for any reason. Provides that a pet insurer may issue policies that exclude coverage on the basis of one or more preexisting conditions with appropriate disclosure to the consumer. Provides that a pet insurer may issue policies that impose waiting periods upon effectuation of the policy that do not exceed 30 days for illnesses or orthopedic conditions not resulting from an accident. Prohibits waiting periods for accidents. Provides that no pet insurer or insurance producer shall market a wellness program as pet insurance. Sets forth provisions concerning wellness programs sold by a pet insurer or insurance producer.

Further amends the Illinois Insurance Code. Provides that no pet insurer or insurance producer shall market a wellness program during the sale, solicitation, or negotiation of pet insurance. Prohibits an insurance producer from selling soliciting, or negotiating a pet insurance product until after the producer is appropriately licensed and has completed specified training. Provides that the satisfaction of the training requirements of another state that are substantially similar to the specified requirements shall satisfy the training requirements in Illinois. Provides that the Department of Insurance may adopt rules to implement the Pet Insurance Article.

House Floor Amendment No. 3
Provides that any person licensed as an insurance producer with a personal line of authority or with both property and casualty lines of authority (rather than in a major line of authority as an insurance producer) is authorized to sell, solicit, and negotiate pet insurance.

Replaces everything after the enacting clause. Amends various Acts by replacing the terms "day care", "daycare", and "day-care", in relation to the care of a child, with the term "early care and education" and from "facility" to "provider". Amends the Child Care Act of 1969. Provides that the following are exempt from licensure under the Act and must register as Recognized Alternative Providers: part day programs for children 3 years of age until they reach 5 years of age or begin kindergarten, whichever is later, where the child is present for a maximum of 3 hours per day and the parent or guardian is not on site; programs or portions of programs that serve children who have reached 3 years of age in full early care and education that are operated by a church or religious institution that receive no governmental aid; nonresidential programs for children 5 years of age to 12 years of age that have supervisors of children when school is not in session, that act as an alternative to full-day school or care, and that operate for no more than 100 days in any 12-month period; and programs that provide care to children 5 years of age to 12 years of age before or after school hours. Sets forth registration requirements for Recognized Alternative Providers, including background check requirements. Provides that certain programs are exempt from registration requirements for Recognized Alternative Providers and licensure requirements under the Act. Makes changes in provisions concerning definitions; the prohibition of unlicensed practice; criminal background investigations; and advertisements. Repeals provisions concerning an exemption from licensure for day care homes and group day care homes serving children of military personnel and a child from a foreign state or country and the definition of "part day child care facility". Makes other changes. Effective July 1, 2026.
