Synopsis As Introduced
Amends the Deposit of State Moneys Act. Provides that the State Treasurer may, with the approval of the Governor, invest State money in short-term obligations of corporations organized in the United States with assets exceeding $500,000,000 if, among other things, the obligations mature not later than 270 (instead of 180) days after the date of purchase. Effective immediately.

Replaces everything after the enacting clause. If and only if Senate Bill 658 of the 96th General Assembly (as amended by House Amendment No. 3) becomes law, then amends the Illinois Power Agency Act. In provisions concerning clean coal SNG facility construction, provides that reasonable amounts paid or due to be paid by the owner or owners of the clean coal SNG facility to third parties unrelated to the owner or owners to prepare the facility cost report will (rather than may) be reimbursed or paid up to $10 million through Coal Development Bonds. If and only if Senate Bill 658 of the 96th General Assembly (as amended by House Amendment No. 3) becomes law, then amends the General Obligation Bond Act. Authorizes the Department of Commerce and Economic Opportunity to make a specified grant for the purpose of facility cost reports prepared pursuant to specified provisions in the Illinois Power Agency Act and for the purpose of development costs pursuant to specified provisions of the Energy Conservation and Coal Development Act. Effective immediately.

House Floor Amendment No. 3
Provides that the $35,000,000 in coal and energy development general obligation bonds is for the purpose of facility cost reports prepared for not more than one facility pursuant to provisions of the Illinois Power Agency Act concerning certain clean coal facilities and not more than one clean coal SNG facility and for the purpose of up to $6,000,000 of development costs pursuant to Section 8.1 of the Energy Conservation and Coal Development Act (rather than facility cost reports prepared pursuant to specified provisions of the Illinois Power Agency Act and for the purpose of development costs pursuant to Section 8.1 of the Energy Conservation and Coal Development Act).
