Replaces everything after the enacting clause. Amends the High Speed Internet Services and Information Technology Act. Provides that geographic statewide inventory of high speed Internet service and other relevant broadband and information technology services shall collect certain information from Facilities-based Providers of Broadband Connections to End User Locations. Provides that the high speed Internet deployment strategy and demand creation initiative to be performed by the nonprofit organization shall include collaboration with the Department of Commerce and Economic Opportunity and the Illinois Commerce Commission regarding the collection of required information that the Department and the Commission deems necessary to assist in monitoring and analyzing the broadband markets and the status of competition and deployment of broadband services to consumers in the State, including the format of information requested. Makes related changes. Amends the Telecommunications Article of the Public Utilities Act. Makes changes in provisions concerning application of the Act to telecommunications rates and services; the definition of "telecommunications carrier"; a Commission study and report; duties of the Illinois Commerce Commission; information available to the public; basic local exchange service quality and customer credits; discontinuation or abandonment of services; agreements for provisions of competitive telecommunication services differing from tariffs; telecommunications devices and services for persons with hearing or speech disabilities; and billing statements. Adds provisions concerning Interconnected VoIP service registration; market regulation for competitive retail services; broadband investments; authority over 9-1-1 rates and terms of service; and access services. Extends the repeal of the Telecommunications Article from July 1, 2010 to July 1, 2011. Amends the Cable and Video Consumer Protection Law of the Public Utilities Act. Provides that no contract or service agreement containing an early termination fee offering residential cable or video services (rather than contract or service offering cable services or video services) or any bundle including such services shall be for a term of longer than 2 years (rather than one year). Provides that any contract or service offering with a term of service that contains an early termination fee shall limit the early termination fee to not more than the value of any additional goods or services provided with the cable or video services, the amount of the discount reflected in the price for cable services or video services for the period during which the consumer benefited from the discount, or a declining fee based on the remainder of the contract term. Makes other changes. Repeals various provisions of the Telecommunications Article. Contains a provision stating that nothing in the amendatory Act shall be construed or interpreted to abate, suspend, alter, or otherwise affect (i) any decision or (ii) any condition that is rendered by the Illinois Commerce Commission pursuant to Section 7-204 of the Illinois Public Utilities Act between April 1, 2010 and July 1, 2010. Effective immediately.

House Floor Amendment No. 4
Provides that by January 1, 2011, each telecommunications carrier must reduce its intrastate switched access rates by an amount equal to 50% of the difference between its then current intrastate switched access rates (instead of just current intrastate switched access rates) and its then current interstate switched access rates. Provides that by January 1, 2012, each telecommunications carrier must further reduce its intrastate switched access rates by an amount equal to 50% of the difference between its then current intrastate switched access rates (instead of just current intrastate switched access rates) and its then current interstate switched access rates.

House Floor Amendment No. 5
Prohibits the Illinois Commerce Commission from regulating certain aspects of broadband services, Interconnected VoIP services, information services, or wireless services, except to the extent expressly permitted by and consistent with the amendatory Act.
