Amends the Illinois State Collection Act of 1986. Makes technical changes in a Section concerning the short title.

Amends the State Finance Act and the Illinois State Collection Act. Provides that the Department or Revenue's Debt Collection Bureau shall serve as the primary debt collecting entity for the State and shall collect debt on behalf of agencies of the State. Excludes certain debts of the Departments of Public Aid and Employment Security related to federal funding programs. Authorizes the Department to use the Comptroller's offset system and private collection agencies. Creates the Debt Collection Fund and authorizes the Department of Revenue to deposit a percentage of collections into the fund to be appropriated for the administrative costs of the Bureau. Makes other changes. Effective immediately.
