Synopsis As Introduced
Amends the Family Practice Residency Act. Includes psychiatry in the definition of "primary care physician". Requires the Illinois Department of Public Health to develop forms and procedures for submission, review, and approval of applications, including electronic online filing via the Internet. Requires the Department to identify residency programs and practice opportunities in designated shortage areas and provide information to students to assist them in obtaining a placement. Requires the Advisory Committee for Family Practice Residency Programs to review the distribution of funds to family practice residency programs and scholarships awarded to determine if the purpose of the Act is being met.

Deletes everything. Replaces with the original bill and makes these changes. Requires the Department of Public Health to disseminate a booklet containing programs and opportunities in Designated Shortage Areas to applicants for family practice residency programs. Prohibits the Department from disqualifying a program or opportunity chosen by an applicant from the booklet. Requires the Department to establish an administrative review process to take place before cases are submitted to the Attorney General. Provides that scholarship recipients' terms shall begin within 180 days after the recipient obtains a license to practice medicine and provides exceptions to this requirement. Requires recipients to obtain written approval of practice locations from the Department, except that verbal approval from the office of the Director shall be sufficient. Permits a recipient to change practice locations if the location specified in the contract closes or discontinues services provided by the recipient and if the new location is in a Designated Shortage Area and the recipient demonstrates a good faith effort to obtain a position in the recipient's current practice location.
