Synopsis As Introduced
Amends the Illinois Controlled Substances Act. Creates the offense of criminal synthetic drug manufacturing conspiracy, defined as aiding in the manufacture or production of a synthetic controlled substance with the intent that a controlled substance be manufactured or produced in violation of the Act. Provides that an act in furtherance to aid in the manufacture or production must be proved to have been committed by the defendant or a co-conspirator. Provides that a person convicted of criminal synthetic drug manufacturing conspiracy may be fined or imprisoned or both, but any term of imprisonment imposed may not be less than the minimum nor more than the maximum provided for the offense that is the object of the conspiracy. Effective immediately.

Amends the Criminal Code of 1961. Provides that tampering with anhydrous ammonia equipment, containers, or storage facilities is a Class 4 felony rather than a Class A misdemeanor. Includes attempting to vent anhydrous ammonia into the environment in the definition of tampering with anhydrous ammonia equipment. Further Amends the Illinois Controlled Substances Act. Includes red phosphorous in the list of methamphetamine manufacturing chemicals.
