Synopsis As Introduced
Amends the General Obligation Bond Act to increase bonding authorization for School Construction Bonds. Amends the School Construction Law. Makes changes concerning the authority of the Capital Development Board; alternative delivery methods, including district facilities plans; categorization of projects; and intergovernmental agreements. Amends other Acts relating to the Board's authority. Makes other changes. Effective on July 1, 2004.

Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced with the following changes: In the School Construction Law, makes changes concerning the project types that must be prioritized by the Capital Development Board and concerning energy efficient design; requires up to $20 million in grants to be awarded for construction projects at Gwendolyn Brooks College Preparatory Academy. Makes changes to the powers of the Capital Development Board concerning general supervision over school construction projects. Makes other changes. Effective July 1, 2004.

Senate Floor Amendment No. 3
Deletes everything after the enacting clause. Reinserts the provisions of the bill as as amended by Senate Amendment No. 2 with the following changes: In the School Construction Law, makes changes concerning the Capital Development Board's guidelines for energy conservation and cost effective, sustainable design; sets forth certain school districts to which grant awards shall be made for fiscal year 2005; and deletes a provision requiring up to $20 million in grants to be awarded for construction projects at Gwendolyn Brooks College Preparatory Academy. Makes changes to the powers of the Capital Development Board concerning general supervision over school construction projects, and provides that the Section concerning the supervision of school construction projects does not apply to the Chicago school district. Effective July 1, 2004.
