Synopsis As Introduced
Amends the State Finance Act and the Illinois Public Aid Code. Provides that federal funds received by the Illinois Department of Human Services under Title IV for Temporary Assistance for Needy Families as reimbursement for expenditures made from the Illinois Department of Children and Family Services (DCFS) appropriations for costs of providing services in behalf of DCFS clients shall be deposited quarterly into the DCFS Children's Services Fund in amounts specified by interagency agreement between both agencies and the Governor's Office of Management and Budget. (Under current law, 80% of those federal funds shall be deposited into the DCFS Children's Services Fund.) Effective immediately.

House Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the State Finance Act and the Illinois Public Aid Code. Provides that 45% of the qualifying expenditures received by the Department of Human Services under the TANF program resulting from expenditures made from DCFS appropriations for the costs of providing services in behalf of DCFS clients (instead of 80% of the federal financial participation funds received by the Department under the Title IV-A Emergency Assistance program as reimbursement for such expenditures) shall be deposited into the DCFS Children's Services Fund. Provides that the amount deposited into the Fund may not exceed $68,800,000 per State fiscal year, however. Effective immediately.
