Deletes everything after the enacting clause. Amends the Illinois Renewable Fuels Development Program Act. Requires that, in addition to other requirements, a grant recipient under the Program must (i) have received all construction permits required for the project by the Environmental Protection Agency; and (ii) provide a documented water supply, treatment, and discharge plan for the plant's operations.
