Synopsis As Introduced
Amends the Election Code. Authorizes county clerks to use an electronic system for reporting deaths, when established as provided in the Vital Records Act, to purge voter registration records of the names of deceased voters (now, requires county clerks to purge voter registration records by using death-related records). Requires that persons in charge of vital records provide municipal boards of election commissioners with the names and previous addresses of persons over the age of 18 (now, 21) years who died in the past month.

Senate Committee Amendment No. 1
Replaces everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Provides that, whether or not an electronic reporting system of death registrations has been established, the county clerk must cancel the voter registrations of deceased persons on a monthly basis.

Governor Amendatory Veto Message
Further amends the Election Code. Authorizes citizens to petition the General Assembly to pass one or more bills initiated by citizens that concern ethical standards of conduct or campaign finance reform. If the bills do not become law, a question advising adoption and approval of the bills must be placed on the next general election ballot. Specifies procedures for the drafting of bills and the filing of petitions. Adds Reference: 10 ILCS 5/28-15 new.
