Synopsis As Introduced
Amends the Metropolitan Water Reclamation District Act. Provides that the District may impose fees on areas outside of the District, but within Cook County, for the performance of stormwater management services (now, to mitigate the effects of stormwater runoff from new development). Provides that the fees shall not exceed the actual annual cost (instead of the cost) of stormwater management services provided. Contains provisions for the collection of the fee. Provides that the District may pay a reasonable administrative fee to the unit of local government for the collection of the fee. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the substantive provisions of the engrossed bill with changes. Provides that the total amount of fees collected by the Metropolitan Water Reclamation District from areas outside of the District but within Cook County for the purpose of providing stormwater management services shall not exceed the District's annual tax rate for stormwater management within the District multiplied by the aggregate equalized assessed valuation of areas outside of the District but within Cook County (instead of the actual cost of stormwater management services).
