Synopsis As Introduced
Amends the Department of Central Management Services Law. Requires the Department to establish and maintain a website known as the Illinois Accountability Portal. The website shall provide direct access to information concerning State employees and individual consultants, State expenditures, State tax credits, State contracts, revocations and suspensions of occupation and use tax certificates of registration and professional licenses, recipients and uses of appropriations initiated by or on behalf of General Assembly members, and recipients and uses of the Governor's lump sum appropriations. Effective immediately.

House Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the bill with the following changes: Removes inclusion of a State employee database in the portal. Excludes State expenditures for minor purchases and disbursements under Link card, WIC, and Medicaid programs from the State expenditure database. Effective immediately.

House Floor Amendment No. 4
Deletes everything after the enacting clause. Reinserts House Amendment No. 1 with the following changes: Defines various terms. Eliminates the database of recipients of any portion of lump sum appropriations to the Governor or appropriations initiated by General Assembly members. Obligates the Department to include on the portal the required information that is provided by State agencies in a format the Department can compile, publish, and update. Requires State agencies to cooperate with the Department in furnishing the information required for the portal. Makes other changes. Effective January 1, 2010.
